Smart Cities Signal Nigeria’s Next Phase of Digital Public Infrastructure Expansion

Nigeria is advancing its digital transformation strategy by embedding digital public infrastructure into large-scale urban development projects, as part of a broader push to modernise cities and expand access to services. Smart city initiatives, including developments such as Aba, are integrating digital identity systems, e-government services, and payment platforms into physical infrastructure. The approach reflects a shift toward interconnected systems designed to improve efficiency, governance, and economic activity.

According to the United Nations Economic Commission for Africa, “digital infrastructure is a key enabler of structural transformation in Africa,” highlighting the role of technology in driving economic growth and public service delivery.
The integration of infrastructure layers—from transport systems to public safety and commerce—is intended to create more responsive and data-driven urban environments.

However, the expansion of such systems also introduces new risks. The deployment of biometric identification, surveillance technologies, and large-scale data platforms raises concerns about governance, privacy, and cybersecurity.
UNECA notes that African countries must strengthen investment in digital infrastructure and regulatory frameworks to ensure that technological progress translates into sustainable development outcomes.

Technology providers are central to delivering these capabilities. Companies such as Visa support digital payment ecosystems, while Toppan Security and Entrust provide identity and security technologies. Infrastructure specialists such as IAI Industrial Systems are also involved in deploying integrated systems.

The smart city model reflects a broader trend across Africa, where digital public infrastructure is becoming embedded in the physical fabric of cities rather than operating solely in the background.
As Nigeria continues to scale these initiatives, the challenge will be ensuring that infrastructure development is matched by strong governance and security measures.
