The strategy marks a shift from digital exploration to national-scale implementation. Following a comprehensive “AI Readiness” diagnostic—which evaluated the country’s infrastructure, human capital, and regulatory environment—the government is now moving forward with a roadmap that prioritizes the unique needs of the Sierra Leonean people. A key focus of the plan is inclusivity, with officials emphasizing that the new AI framework will integrate local languages and cultural contexts to ensure no citizen is left behind in the digital age.
Communications Minister Salima Bah and her team are positioning AI as a vital tool for social and economic progress. By automating administrative tasks and improving data-driven decision-making, the government aims to make public services more efficient, affordable, and citizen-centred. This tech-forward approach is already gaining momentum through initiatives like the “Big 5 AI & Blockchain Hackathon,” which empowers local innovators to create home-grown solutions for sectors like agriculture, health, and education.
To support this ambitious vision, Sierra Leone has secured significant international backing, including a $50 million grant from the World Bank for digital transformation. Furthermore, the government has invested over $400 million in telecommunications infrastructure, expanding the national fibre backbone to nearly every district in the country.
